Carbon emission certificates are bought and sold by companies looking to reduce their greenhouse emissions. Each certificate is the equivalent of one to of carbon dioxide or other greenhouse gas and ownership of the certificate lowers the environmental footprint of the company. Many EU countries participate in the program designed to combat UK environmental issues and those around the continent.
Criminal set up dummy corporations they use to buy the certificates in one country and sell them in England with a 15 VAT added, which allowed them to turn a tidy profit in no time. Three men were recently convicted of stealing more than 38 million pounds from the government and had the VAT loophole not been closed estimates were that another 2 billion pounds would have been lost. Thankfully this program, which is healthy for the UK environment, can now continue.
